That used to be true many years ago, but that changed with the RuneTek 5 update of 2009 - RuneScape started using the GPU for rendering and no longer (ab)uses the CPU for this task. There is no wonder that with 200 million registered RuneScape accounts some players suffer from lag, latency or ping issues! The majority of laggers have issues that are caused by their computers or their ISPs

.Like other browser based MMO-s, it is technically not possible for the developers to fix the lag, reduce the latency or lower pings in RuneScape. This is because they cannot influence the speed of your OS, the configuration of your Internet connection settings, the stability of your Internet connection or the security of your system! YOU the player must fix it!
There is one advantage while troubleshooting RuneScape lag, latency and ping issues! The system requirements are wery low, this means that the game runs even on outdated computers. However ,drivers need to be regularly updated. This is due to RuneScape being a browser based MMO. Most of the issues are caused by the internet connection, operating system performance, Java, web browser, possible infections or malfunctioning hardware.
The main issues are surely caused by internet connection performance, high ping and latency issues!

Hardware issues
Peripherals you should check for issues are:
CPU
Open your Task Manager (run > taskmgr.exe or press ctrl + alt + delete at the same time) and check if your CPU usage is high! If your CPU usage is high, navigate to the processes with the highest usage and close them if they are not needed by the System or RuneScape. You can also set a high CPU priority on related game processes.
RAM
Open your Task Manager (run > taskmgr.exe or press ctrl + alt + delete at the same time) and check if your system memory usage is high! If your system memory usage is high, navigate to the processes with the highest usage and close them if they are not needed by the system or RuneScape. You can also set system memory priority on related game processes.

Graphics Card
Open your device manager ( Click Start, click Run, and then type 'devmgmt.msc' (without the quotation marks)) and look for graphics card errors!
Most of the graphic card manufacturers provide their own diagnostic tools:, we suggest you use them as well if you experience graphic issues with RuneScape!
Ensure that you have the newest drivers installed!
Sound Card
Open your device manager,( Click Start, click Run, and then type 'devmgmt.msc' (without the quotation marks))and look for sound card errors!
Ensure that you have the newest drivers installed and that your speakers are correctly plugged in!
Modem / Router
Ensure that your wires are correctly plugged in. In the case of using a wireless router,(it cant´be said too often), ensure that the position of your router is optimal! Note: Many routers or modems have pre-installed filters or restrictions (intrusion protections, firewalls so on) or need custom settings. In general RuneScape doesn't need any special settings as it is browser based. Please consult the manual before doing any changes, if you think they are necessary!
Warning: In many cases resetting a router/modem,can resolve issues, but keep in mind that you should back-up your settings and access data before you reset a router or modem!
Mouse
There shouldn't be any issues with your mouse, except if you are using a wireless mouse, as that that could lead to lag issues! A wireless mouse can cause in-game action delays as they pause for a brief amount of milliseconds till a click or navigation is processed.
Also,check your battery status regularly!
Note, that a lagging mouse course is mainly caused by graphics card, CPU or RAM issues and not by the mouse itself!
Keyboard

Graphics issues

Assure you have the newest drivers installed. If you have graphic lag in RuneScape please run the DirectX diagnosis tools. Open the run command and type: dxdiag.exe and hit enter. Follow the instruction on the screen.
Change in-game graphics settings
1.Navigate to the 'Graphics Options' and reduce the graphical detail.
2.Choose Display mode.
3. In the 'Advanced' menu, graphical options should be on lowest.
4.Make sure you turn off Bloom, Anti-aliasing and Textures.
5.Load RuneScape and try playing.
6.If the game is running now better you can try to slightly improve the settings.
Sound issues
Check your device manager if there are errors displayed with your sound card! Also, regulary update your sound card!
Windows Sound Options
1.Navigate to Control Panel > Sound
2.Assure all needed devices are enabled
3.Open your volume mixer (icon right in the task bar) and check if your sound is not muted!
Check the RuneScape sound options if the volume is up!
Java issues/ re-install Java
1. Go to Start > Control panel > Add/Remove programs
2.Uninstall ALL Java versions shown on your System and delete any folder or file left over in the Java folder! C:Program FilesJava)
3. Restart your Computer
4. Download the newest version of Java and install it again

Infections
Please note that there are various viruses, worms, trojans, backdoors, spyware, adware and other malware infections that can cause lag, latency and ping issues.
Scan your system regularly with different tools, but be wise in choosing the tools, as all of them do need system resources and do access you internet connection.
Also note that all in one scanners usually have a lower detection rate on specific infections compared with those that are made just for one infection family! All in one scanners also take control of your system, which has advantages and disadvantages!
Internet connection issues

Disconnections
If you are occasionally or permanently disconnected from RuneScape, please check your Internet connection settings and connectivity status.

Game Server issues
RuneScape's game server lag is actually the only issue where your hands are bound. You, the player or even your ISP cannot do anything to fix it.
